ABSTRACT：
Quality of governance (QoG) has made a strong influence on both the research field and political circles since the mid-1990s. However, researchers and practitioners have not yet reached a consensus on its meaning and determinants. Moreover, the relationship between political regimes and QoG is still unclear. In this article, I emphasize the importance of bureaucrats in governance practice.
